Do you hava java disabled or are you using some funny browser? Normally it pops up a box asking you if you want to continue before it loads fully.

In IE Tools > Internet Options > Advanced. There should be an option for it in there, unless of course you just don't have it. It comes with XP Service Pack 1 I believe, or you can download it separately.
